Why?
Currently all ships are the same when killed BGS wise (weighted more for sec ships). So, killing an Eagle sec ship is the same as killing a navy Corvette in lockdown.
If ships were weighted, it would mean players could not camp and farm soft targets to destabilise systems- they would have to take more risks and kill more difficult ships to have a BGS effect.
So a simple civvy hauler is worth much, much less killed than a top end security ship.
If this was the case it would temper mass murder much more than ATR could.
