It's a pdf file, so any pdf viewer (like Adobe Reader, Okular, Evince, ...) will do. It's located in the folder where you installed Planet Coaster (.../SteamApps/common/Planet Coaster/Digital Sketchbook/).

Well, at least we have it in flac quality too.
There is also a spotify playlist for it aswell. Handy @ work
