Frontier isn't Microsoft.
Maybe it will when Frontier releases the full game later this year for everyone. It's only in Alpha Version so the developers have the right to restrict who can sell the Alpha version. Maybe he is trying to find a cheaper place to pre-order the game and alpha copy.
