Planet Zoo Marine Pack

It's a little different from the Aquatic Pack, but here we go:
  • Pacific Walrus
  • Rockhopper Penguin (or Chinstrap, Gentoo, Adéle, etc)
  • Florida Manatee (cannot be bred)
  • Green Sea Turtle (cannot be bred)
  • EXHIBIT OPTIONS - Pacific Octopus, Moray Eel, Leafy or Weedy Sea Dragon
 
Why wouldn't the manatee and sea turtle be able to breed? That doesn't make any sense.
They could probably breed the manatees if they wanted to, but sea turtles don't really breed in aquariums. Furthermore, both are mostly kept in captivity on a strict rescue-rehabilitate-release basis. If they are unfit to be released, then they are kept in captivity.
 
It seems US and EU policies differ a bit then.

And it makes sense. It's much harder to keep buying new Manatees after they die in Europe. Florida is different story
 
I think a big part of the reason why European zoos breed manatees and American zoos don't is that they keep different subspecies - in America, they keep native Florida manatees, while in Europe and Singapore they keep Antillean manatees. The Antillean manatee has a much wider range but are much rarer, and zoos are starting to send their captive-bred manatees back to be reintroduced. In 2016, the first two manatees were flown out from Singapore to Guadeloupe for eventual release. I would personally just choose the West Indian manatee (which combines both the Florida and Antillean subspecies) and make them breedable.

The other species I would choose are:
  • Leopard shark (a fairly small climate tolerant shark that can be kept in open-air pools and mixed with penguins (San Diego Zoo has them in their outdoor penguin pool)).
  • Macaroni penguin (a threatened penguin species that is similar in size to the African penguin and could live in a mixed display with the king penguin).
  • Walrus (the third and largest of the game's pinnipeds that inhabits truly polar environments and would also be the game's only threatened pinniped species).

- Atlantic mudskipper (the game's first fish, which would be able to inhabit the same brackish exhibit as the diamondback terrapin).

I have chosen all of these because they would fit into existing themed areas or mix with currently-available species - I have never seen sea turtles not being kept in large aquariums with reef fish, for example.
 
Avoiding Baleen and Porpoises Whales that Frontier won't included. Marine Pack might be an Animal Pack. Following are my options:

For some reason, I want land/sea animal pack.

1) Walrus
2) Elephant Seal
3) Leopard Seal
4) Sea Otter
5) Green Sea Turtle
6) Harbour Seal
7) Steller Sea Lion
Exhibit animal: Gold fish.
 
Since I'm not against keeping cetaceans in captivity (at least the bottlenose dolphins do fit well in zoos and aquaria in my opinion), I'd like to see bottlenose dolphins at some point. And manatees would be nice as well.

I don't want any fully aquatic animals at all, but the only one I'd accept is the manatee.

I just don't see the point.
