I guess the one who came up with approach suite might be a pilot irl. To fly into certain air space classes, one needs a clearance for that class (basically represented by that module) and when entering a restricted air space around an airport irl, the first to contact is ATC on the approach frequency, which doesn't mean that one would actually want to land there. So to me that module's name makes total sense.

Whoever made the decision to classify the Planetary Approach Suite as an Optional rather than a Core module must've been possessed by demons or something. It's not a standard slot (never was) so it can't be used for anything else. It can be sold for 487 Cr but at no other benefit.
