We should by able to mine on planets, i dont understand why we can't do it, it would by a nice content gameplay. I mean hotspots on a ground to mine in a special SRV, or be able to drop limpets auto-miners, and when they are full, collect it in a cargo SRV and transport materials to the ship. I think it is very easy to implement to the game.

It would be a good thing to see in game.
"Very easy" not sure because there are various things to consider around the material composition of planets already used by the stellar forge, design of machinery and gameplay (can I steal minerals off you, does your machine need power?).
There might also be complications with the future design of planets too, are there PG trees? Is the ground too marshy? What about rain or storm effects?
So yes, I'd like to see planet mining too but I think there are pretty good reasons not to do it half hearted.

Yes its easy, collector limped is the same, its job is to collect mineral and give it to your ship, autominning limped will mine a material and then turn off, you can't just leave your autominer limpet the same as for collector limpet it got a limited energy.
We don't have a weather now and I don't think we will ever have, so I don't understand storm and rain complain, ofcorse you can steal my minerals,
But limpets don't mine even in the asteroids, they just collect, you would need to use a mining rig to mine, not just a limpet, you can't just say, "let's have something new and call it a limpet," they are fairly limited devices. I am for surface mining, but lets do it properly and not take magical shortcuts.
The collector limpets pickup stuff that is loose and ready for pickup.
Perhaps you are thinking of blowing-up sections of ground similar to blowing-up asteroids. And then picking up the loose goodies with limpets. This would be super cool and lots of fun. But not necessarily all that easy. It would effectively be altering the surface of the planet which might not work too well with how the planet surfaces are modeled.
No, I'm talking about a similar solution as a limpet i mean the power, you drop it on hotspot on a planet, it mine minerals and expires after couple, you need to go there and collect minerals from it and transport to ship in a dedicated SRV for this job
Its a copy of the "guardian hover collector limpet" I designed from the Sentinels parts at the ruins to mine mats and objects from the surface... 
It contains the hover unit from sentinels and small laser bolted to a stronger integrity collector limpet... and can be used to replace the SRV on planets for collection from the ship
...due to size the replicator on ship can only release a few units...
But when salvation left. it 100% means this will never release in horizons and will be behind the pay wall of EDO now...
Also, likely only to be from an EDO engineer only as its for on planets only...
The guardian low gravity planet Copyrighted limpet collection system demoed in multi videos showed that only a tiny guardian anti gravity hover unit is required so that the laser can free mats and objects ....
The GGHC unit is mine stop trying to pinch it... hands off... lol...
