Planned nerf....(cough) rebalancing

Could someone please outline the planned ....changes....
I have read some ports that suggest that there are going to be changes to shield cells and the python but exactly what is changing and by how much seems to vary. Some clarification would be very much appreciated.

(yeah I know I could trawl through every post on the subject to find the source but I'd like to know before the next ice age)
 
If you look at the posts with the orange elite logo on them, those are dev responses. if you click on that little orange logo it will take you through the dev's posts on that thread.

So now you are enlightened and can do your own homework.
 
33% reduction in shields has also been mentioned. Seems a bit harsh.

%33 percent to the 'base value' of the ship itself, so its less than you think. That's 33% /before/ you start considering shield generator/pips/etc.
Imagine
100 + 200 + 50 -30% (huge subtraction!) = omg where are my shields bro?
vs
70 + 200 + 50 = come at me bro!

(I know this isn't a perfect example, but its the best I can figure from how people have explained it)

Yeah. I agree with the agility nerf, am doubtful about the speed nerf, and very worried about the shield nerf. It's like losing an entire ring of shields, which is no issue when you are up against a Viper or a Cobra, but when facing another Python or Anaconda, this means shield cells are needed even more, ironically, in order to prevent your shields from failing. And the shields must not fail because in that situation you are lucky if you barely break even after a bounty hunting session.
