Here is the official link with the parameters for creating a player faction. You need a player group, and then you fill out some online stuff. It's been a while since I did it.

Yes.
In order to start a PMF you need to assign it to a player group that you have submitted earlier to Frontier using a form. The squadron is not attached to the faction by default, but once the PMF is ingame, you can set the squadron's faction to the PMF when your reputation with the PMF is "allied". Note that this is permanent and cannot be undone.

Actually no. You can create a squadron any time you like. You can only have one squadron at any time but you don't need any group to join it. There are plenty of single member squadrons. If the squadron already exists then you have a problem. The original owner needs to be contacted to hand over or disband the squadron and that may prove impossible if the owner has left the game.
What the previous posters have told you is in regards to having a Player Minor Faction. However even those can be supported without having a group if they are already in game. You would need to do some research first if they are a player Minor Faction to ensure that they have been abandoned. Many have, but some often seem abandoned when they are just dormant. If, on the other hand they are an NPC Minor Faction then you can just treat them as though they are a PMF and support them unofficially. If you want to adopt an NPC minor faction officially then you need a group of at least ten and you will have to register them.
You do not need a squadron to create a PMF but you must have a registered group if you are starting from scratch. Any squadron in place already has no bearing on the PMF.
The Squadron supports the MF not the other way around. It's possible for a MF to be supported by several Squadrons, or none.

Ah! ok. So if I want to start a new PMF, I'd need to start a player group, get it submitted, then register the PMF and optionally create a squadron for it.
Alternately, I could find a pre-existing ingame squadron which doesn't have a PMF and contact them with a view to starting one.
Is that right?
