Player Made Bounties.

I suggest that CMDR's be allowed to put bounties on other CMDR's heads.

A few rules for the system
1. This bounty would be completely ignored by all NPCs and the CMDR who receives the bounty remains clean.
2. A Kill Warrant Scanner is required to see the bounty.
3. Only a CMDR with KWS can remove(and claim) the bounty, self destruction, being killed by a NPC or CMDR (without KWS) won't remove it.
4. CMDR's can only put one bounty on another CMDR's head a day, if the CMDR is part of a wing the bounty is split equally between all in the wing.
5. The bounty must be between 1k and 250k (to avoid too large bounties by a single person and using it as a simple money transfer).
6. Multiple CMDR's can put bounties on the same person.

Of course any CMDR who puts a bounty on someones head will lose the value of the bounty when creating it, and said credit is lost till someone claims it.

This would allow players who has had bad experiences with certain other CMDR's to get payback without doing it themselves.

Pirates, purposeful ramming to death, verbal confrontations, there are many situations where one CMDR may want revenge on another CMDR.

In any case, what do you think of the idea?

Without any confirmation that a player has been affected by the recipient of the bounty, the proposal is a gift to those who wish to inconvenience others.

With it it has some merit - you should have a look at the Criminality final proposal from the DDF - the section "Pilot's Federation Bounties" in particular.

the CMDR who receives the bounty remains clean.
So anyone who wants to cash in on the player only bounty would have to attack and destroy a clean target to pick up the bounty, a crime which seems have a more serious consequence in the future.
