I was playing with the Chapsland and I found it cool but not challenging enough.
I thought it would be even cooler if players could create Challenges for other players that had player assigned objectives to reach.
Something that could be played in Challenge mode or in another non sandbox mode so there is a chance of failure.
Players would be able to create an ingame tutorial for new players (maybe you could have a contest for the best tutorial).
Or a contest for the best Pirate challenge and then feature the top 5 or 10 for players to find easily.
