It was only after we applied that it was realised that the democratic systems were automatically protected from having any other government type inserted.
I am well aware that a PMF can expand into a system another PMF exists.You CAN have two PMFs in one system. Check I Carinae for example, the Secret Billionaires and the Minutemen are both PMFs.
I think the only protection is not being able to be booted of the home system.

Does that count only the Home system, or does that count any system that is controlled by a PMF?

You would have difficulty adding a new minor faction to Colonia without adding it to a system which already had at least one PMF in - there are currently only 5, and 2 of those are locked systems. With one early exception who got added out here the "normal" way before the CEI got going, PMFs out here get a new system, with 1 new surface planetary port under their control (all services except shipyard and black market), 60% influence, and Colonia Council as a padding faction at 40%.Also, Colonia is different from the main bubble in that regard I think, seeing as its almost exclusively PMFs, isn't it?

We've got three pmfs in one system and 2 in a fair few.
This isn't exclusive to democrats, it's part of the requirement of the application: "Your desired minor faction has to be the same as the systems faction." While this displays FD's usual lack of precision (and grammar), we interpret this as meaning that the proposed PMF must be of the same government type as the controlling faction when the viability checks are done.
Or it could refer to the factions' Allegiance. Or both. Who can tell?
