General player outpost

Low Tier alternative to fleet carriers.

Rules:
1 per player at a given time.
1 large pad, 2 medium, 2 small.
variants will have choices of different station services but they will be much more limited than fleet carriers
You can't deploy your outpost within 100ls of any other outpost
outposts are not expandable, you must pick your variant at purchase time.
cost between 1 billion and 3 billion depending on variant.
players can't own an outpost and a fleet carrier at the same time.
upkeep credits is a function of distance to nearest station and station services use - commodities traded to it below avg market value.

Process:
You purchase a beacon for the cost of a player owned outpost. There are variants. You take this beacon to where you want your outpost to be located and drop it from your cargo bay at that location. The beacon establishes the location and a megaship jumps in and begins constructing your outpost. A certain amount of time later it's ready (you'll have to de-instance).
 
Or get it for free and just be allowed to submit a Player minour faction take over request next time for a system. you get all of that and more for zero credits in game...
 
player minor factions are much more restrictive.

Player owned outposts would be placeable in empty systems for one. Nameable, customized looks etc. Station services would be controllable by the owner, etc.

Since players are in full control over where these are placed, new bubbles could be created out in the expanse of the galaxy. Completely player initiated and dependent. Since the upkeep costs is a function of distance to other stations along with other attributes, that can be severely offset if another player station is nearby, allowing them to help sustain eachother. So while 1 lonely station would be incredibly expensive to upkeep way out in the galaxy.... a few together would not.
