I'm no pirate, I like exploring-ish. I like Bounty Hunting - NPC. Not really a PvP hunter myself. Now the reason I ask is not to find out where you are to try and get your bounty or to steal your targets.
I ask simply to know if you think that NPC miners are worth robbing. The reason for that question is slightly more in depth. Please forgive me if I don't explain myself properly, I struggle with putting things in writing coherently.
Resource Extraction Sites are a major part of the games make-up just now. High and Low variants with assorted NPCs, Miners, Pirates, Security, and Bounty Hunters. Considering how long it can take to pop a cargo hatch either scooping or using drones to get your goods it seems that RES probably isn't the best place to grab goods. I'm guessing that interdicting ships is safer?
You see, the problem I'm looking at and indeed are several others now is that mining as an occupation isn't very rewarding. If it's not rewarding for a player, it can't be for a NPC either. Yet they do it in huge numbers. They often get hammered by pirates before security forces or bounty hunters step in. Player miners currently get hammered if they only have limpets in the cargo hold, and if you are lucky enough to get a few minutes to grab a couple of tons of metal or minerals you can expect an imminent scan and attack.
Why am I wittering on about mining, and asking pirates stuff? Good question.
Mining is the very base of trade in Elite - or it would be if the background sim too into account the amount of stuff mined and sold/delivered to the stations. It's the backbone of the economy. No miners, no metals. no metals - no ships, weapons, high tech, machinery and so on. A very simplistic view I grant you but it has bearing none the less.
NPCs and Players shouldn't be mining, it's just not worth the trouble at the moment. The rewards vs the risk of being taken out aren't manageable. I'll quote someone else here:

I am not a pirate, but I will fight for the rights of all players to have meaningful fun in games. By giving miners some love FDev would be helping player pirates and bounty hunters.

Agree with this. mining drives a couple of other paths like piracy and bounty hunting. there for it should be integral to players who partake of those career choices. they should be more vocal than the miners! imagine dropping into a RES and there are four or five ships with 50+ tons of Plat that has a blackmarket value of 2M. Mine it or steal it? Whip out those hatch brekers and collectors and yo are making big bucks consulate of the risk. the more who do that the more fun and danger as bounty hunters cotton on and start taking a proper interest. think of the interest a 50-60K can of metal will have to a pirate.
WE have been missing it all along, but MINING is the PRIMARY producer for so many other players.
