It would be nice if you could have a list of cmdr that you're tracking. When they pass at a station that is allied with you the station could notify you that that cmdr was spotted.
It could be a % chance that the station tell you depending on your standing with the minor faction of the station. It could also work to a lesser degree with encountered ships
