Newcomer / Intro Players markers are never hollow

I've been playing ED for over 2 years and I have never seen a player marker as hollow. It is always solid. To be clear, I know that I should be in Open and I'm sure I'm not talking about NPCs. What could be the reason and how to fix it?

I seem to remember a post about lower resolutions/settings causing this.

To confirm: selected targets that show solid on the scanner show "CMDR" as part of the name in the target information panel on the lower left side of the HUD?

And how do you know they are real Cmdrs?

Because they have "cmdr" before their names

There are quite a few posts from 2015 & 2016 talking about this issue on various forums, mostly on Mac, but can't find anything with a direct solution beyond 're-install' or 'improve your connection'.
Can't find anything recent in regards to this problem. Yet.
If you do figure out the problem make sure to post the resolution.
