Playing online with an option a la GTA5: online with all other players, but minus the PVP part

Of course Passive Mode in GTA Online also prevents you from attacking even NPCs, its only real use is to get across the map for some logistical reason without getting randomly killed by players (which happens a lot). Functionally I think it's more similar to switching to Solo if you happen to want to go to, say, Deciat.

It's also worth noting that I used to think that Open was a hostile and dangerous place. Then I played GTA Online for a couple of weeks, and became aware that ED Open mode is actually really friendly and inviting...
 
It works in GTA because GTA has no persistent universe and no faction warfare. Cz, no matter how fun they are is alway much more fun Vs players.

Besides Pg exists and should cover that need pretty good.
 
That's objectively false.

Shoot down your attacker and there's the best consequence you can ever wish. What else do you want? Someone else holding your hand or doing it for you?

No. I just want to pve in peace because I have a life outside of the game, and I play pvp fps for my violence fix.

As a matter of fact, it'd be awesome if carebears would be able to share the same space as pvp players, exactly as it happens in GTA5 where the system works well.
Additionally, there's OBJECTIVELY a wide array of intelligent solutions that would satisfy both ends of the spectrum, but right now the implementation is annoying... and this is the reason why after all these years, the topic keeps coming up.

In any manner, the question was answered and private groups are apparently the solution.
