The military slots were additional slots put in after ships were released to stop multi-purpose ships being more effective than ships that were meant to be for combat. They're not a limitation, they're an extra.

Perhaps one to have dedicated passenger module slots on ships.

I did quite like the military cargo rack idea smaller capacity due to all the extra scan screening and other security measures. Sort of like a variant of the CRCR.

Ironically the absolutely best (medium) combat ships don't have any and still dominate those that have. The military slots are a little bit too restrictive, at least shields should be able to go there.

I've always imagined them to be like the bilges in sailing ships: restricted access, cramped oddly-shaped space in the hull, not much use for anything except to stuff more armour into. But I agree that putting a shield generator in there would be plausible. And not really overpowered, because there's usually a bigger internal slot that could be used for a shield, so you'd be getting a smaller shield in exchange for freeing-up an internal slot.

The cutter is not supposed to be the best cargo ship in the game, guys. Its a multiclass. It has tradeoffs. Frankly the ship we need buffing for cargo is the T9

The Type-9 received an additional Size 8 optional slot in January 2018: https://forums.frontier.co.uk/threads/3-0-open-beta-patch-notes.401680/

Which is why it is the only ship where the first optional slot is #0 rather than #1.

I grind ranks + spend 500ml donations for Cutter because is best cargo hauler in game if we get Alternative I will chose it.
I do not mind even if they make cargo ship that move like brick with no hard points and only 4 optional slots but 2000 cargo capacity.

Cutter design feels legit future believable; a beautiful, bulletproof beast. An improvement to keep up with the many sco optimized releases incoming is Fine.
