I didn't had that type of problem in the northamerica setting, but I had a really weird problem with one of my Sellsman!
Somehow when I created his storebuilding the Seller wasn't in the shop - he appeared in one of my habitats (around 800m airline away) - he was marked as "got lost" and he somehow was putted into the ground with his feet up

it was little bit as he would want to run over a mirrored map on the wrong side.
I saved the game and went back (because sometimes this helps), but he was still sticking into the ground in a habitat! I was happy that I could rescue him by clicking on the "move" button very often (because the button went from active to inactive every second alternately and I had to meet the right time to get him out there - first didn't worked as I expected, because I was barely moving him and he still was sticking underground after releasing him again - but at one point it suddenly worked and he was on top of a pathway nearby again.
I really don't know how that happend, since I could fix it, I remind it as a funny moment

probably wouldn't be that way, if it didn't work out as a weird mistake that can be solved. I didn't report it to Frontier, since (I guess) it was a one unique issue, probably only I had and I can't figure out why it happend.
Still career is a little bit "buggy" because of the restrictions (I for example have a pathway which is full of trash, since I can't place a bin up the mountain and can't change the terrain. I can't tell my cleaning staff to focus on this pathway to clean it... so I mostly always have a message about a trashed zoo, but somehow the people have to get up to the habitats too!)
It's the same game which has some issues at the current time

career is just another setting - Frontier sure will get it right at one point.
