I'm sure we all experienced that, especially in a CG: the more players are in a RES, the less NPC ships appear. Soon the RES is full of players without any target to shoot at forever - or, at least, until everyone leaves, then the RES instantly fills with NPCs 
Now, I understand that the engine can't probably handle hundreds of ships at the same time, but maybe tune the respawn rate in relation to number of players?
