I agree, but this really belongs on the bugs section I'd say.
I am pretty sure that FD is aware of the issue. It has been going on for more than just 1.5
Do you mean on the Landing Pad? or actually within the the hanger i.e. "under the deck"?
I've never had an npc scan me on the lift, you sure it wasn't a player? Did you just land and not shake the scan first?
Report it as a bug OP. Being scanned in the hanger does not sound like something intentional.

I have been scanned when i was just about to enter the slot. But the scan never completed once i was inside, i never got the "you're clean, move on" message when inside.
The scan has always terminated.
Never been scanned while docked either.

I've always scanned people whilst sitting outside the station when they were inside. Handy for looking for bounties.
Yep if it was an NPC that scanned you in the hanger it sounds like a bug, but if it was a player then I'm afraid that's one of the things you're going to have to put up with (or go solo).
IIRC they added the option to see players in hangars in 1.4 or 1.3. Before that it wasn't possible to send a wing invite because he wouldn't show up on your contacts list. Could be wrong though
