As other threads have noted, finding the Maverick and the Artemis suit is a complete pain as it seems everywhere sells the dominator suit. It is the one suit that no one "needs" to complete the content that makes up the majority of the missions. I would suggest that the flight suit have access to all tools, including the bio-scanner. This allows our fellow explorers that are out in the black to do what they do best without returning to the bubble (turning in the data is a different discussion). Access to the arc cutter tool in the flight suit at least gives players the option to salvage POI's and perform low-risk missions that require cutting.
Everyone will eventually want to upgrade out of the flight suit (when they can find them) as the flight suit offers no survivability if you start getting shot at, and offers a gateway into gameplay mechanics for new players (who can't fly around the Galaxy looking to buy suits).
