Please help with this posible construction bug - 4 slot colonized system, cant build anything in the 4th slot

As the title says, I cant build anything in the 4th slot of my system, all buildings are greyed out, directly under the finished asteroid base, maybe posible to build another port - but you cant have enough points if you first build an asteroid base like me-. Also no need for another port in such a small system because the asteroid base is a port itself, just wanted to build in that slot another extraction station or a civilian outpost to bring more workers. Please dont comment about colonizing such a small system, just wanted to create a small safe mining haven - extraction + more ships for security, the second building is a rellay instalation and the third, under construction, is a security station.

I am not trying to build anything that requires points, thats the big point/bug
