Please increase Pirate quantity and frequency they appear in regions

I like doing pirate killing missions but i hate waiting 5 - 10 real life minutes while they actually appear in Nav Beacon regions.
They also appear poorly or does not appear sometimes at all in RES.
They almost appear in FSD Supercruise mode but this is lifetime killing and borring process because you have to exit/enter Supercruise so many times.. It is ... Please..
Please make them appear more frequently. At least if you have better fight rank...

Also i have one more question!
Why it is so when i just enter Nav Beacon region or RES there are never pirates already inside?
You have to always wait they appear..
There are other ships already but never pirates.
Why?
Pease fix this too..

I would gladly provide you challenge if Frontier would kindly fix the 20 ton cargo limit nerf they introduced and said they were going to fix but have not, yet.
