I love how the medical center and response facility is really flexible when it comes to their upgrade options. I find myself including more of these buildings, not to simply cover more ground but to also be ready for certain sections of my park, like storm defense stations in a response facility incase nearby buildings need repairs, or additional vehicles if I want to dedicate a response facility to fully cover the safari segment of my park.
I was hoping if we could get more upgrades to have them fit more roles in our parks, and I think these three could be some inclusions to consider including to the game.
1. Reinforced Vehicles:
The MVU and ranger vehicles will be able to sustain more damage from dinosaur attacks.
This is something I think could work as a late game research to balance out the introduction of more powerful dinosaurs. Usually when I have a park with a star attraction like a T-rex or Indominus Rex, I would have a single ranger vehicle be dedicated to that exhibit so that they could enter with full health so that they could have a higher chance leaving the enclosure. Sometimes I want to include more exhibits with dangerous dinosaurs, and I had a recent experience where my old method didn’t work as effectively in an enclosure housing a pack of 3 giganotosaurus.
With this upgrade, players could increase the chance of rangers surviving, and not have to worry about replacing the vehicles as often in certain areas from the park. This would be especially useful when more aggressive dinosaurs are incubated, and you want to save space from building additional response facilities.
2. Backup Tranquilizer guns:
This upgrade will supply your MVU and Ranger vehicles with the option to tranquilize your dinosaurs.
Robert Muldoon's favorite upgrade. This is an especially useful tool to provide to your grounded staff if the ACU is far away or preoccupied. Your rangers could access the tranquilizer gun when entering a dangerous enclosure and are at risk of attack, or handle a breakout that they just so happen to be nearby. The MVU could also use this upgrade in a similar manner, but benefits more by tranquilizing critically injured dinosaurs that needs immediate treatment.
In spite of being able to supply your grounded staff a means to tranquilize, the ACU helicopter is still important and useful as it doesn’t need the upgrade, it could bypass the park's terrain and obstacles, and handle dangerous dinosaurs from a safe distance.
3. Aerial Disease Control:
This upgrade will provide your ACU helicopter access to medical darts of available cures.
This is an upgrade that would be useful if disease control is needed in areas far from your medical team. By providing your ACU medical darts to diseases, you should be able to handle future outbreaks at a faster rate, while the MVU would be ready to aid dinosaurs with injuries that would require a grounded approach.
While thinking of this upgrade, I think it should be exclusive to the ACU chopper and not ranger vehicles, so as to separate the two land vehicles apart. And the darts will only cover diseases discovered and researched with a cure, so to have the MVU vehicle still relevant in the medical process by identifying the outbreaks. So much so that you need to have an Medical center and 3 cures for diseases researched in order to research this upgrade option.

Above are some upgrades I would like to see in the game, and while I do miss the old JWE1 version where both helicopters and rangers had access to tranqs, medical darts, and flares, I think this approach would be more suitable for JWE2. This is because the give and take aspect of these upgrades would balance out the difficulty and management of these staff members. You could technically provide your response station the Backup Tranquilizer guns and Aerial Disease Control upgrades, but doing so would not provide them with other perks from the other upgrades like extra durability, additional cars, and faster dinosaur scans.
