Personally I'd be happy if there was a counter showing how many passengers remain in the station. It would make these 'people' feel more real. It's kinda ironic that a station can run out of commodities but not people to rescue.
Related, rescue ships should have passenger missions based on these rescued passengers wanting to go to be with family and friends in other stations. There's no way that rescue ship can hold as many people as a full-sized station, so offloading some of these folks would make room for more!

stations should run out of all sorts of things if not resupplied - fuel for ships, ammo, etc. Well, not totally run out, but at the very least have a supply-vs-demand mechanic, so that as fuel and ammo runs out, it costs more and more to purchase (slowly recharging over time unless CMDRs sell these items to the station).
