Please make System Authority NPCs less suicidal

I've found on more than one occasion recently that the SDF NPCs ram your ship, presumably because they desperately want to scan you. Normally this isn't too much of a problem, though if you're doing 700+m/s in a small ship you can kiss it goodbye, even with A-rated shields.

or maybe just think skinned?
Because there has to be a reason;
why they play with, high speed lumps of tin.

My favorite are the NPC pirate wings that follow my in silent running ship from 7k away and then ram me while attempting a scan after I've engaged something else. They've got some good eyes!
