Do you mean the one on the main menu?
He might be writing about the comms status (Rx & Tx). That can be seen in the bottom LH side of the game screen. You can toggle it with Ctrl + B, on a PC.
Ah, I didn't even know about that as an option... and I've been playing since late beta.
One of the things you can use it for is to see if there are real players in the next system you are jumping in to. The Rx goes way up as the game sends the info.
There is also Ctrl + F for frame rate display.
Quite useful... especially as I play solely in Open.
It must be a leftover from the Alpha. It was in P Beta and you could tell when the jump was going to fail.
I read on the forums that you could use it to get an idea of how many players were in the next instance.
