I did a search and couldn't find this mentioned so...
Suggestion: Allow commanders to pledge to a minor faction.
Using the same mechanism that one uses in a conflict zone, it would require the player to be Allied with the faction.
Benefits: Small things, maybe free refueling, repair and rearm. The commander would show up on scans as a member of said faction. The commander would also gain some indication of their level of contribution towards that factions influence for that tick. If a commander is attacked they may get a scrambled response to help.
Drawbacks: As in powerplay only one pledge. All trading or mission rewards within systems *mumble* light years from the factions home system would result in a 25% tax on profits, though would result in increased influence generation at a percentage to be determined.
In the factions home system the controlling faction are likely to attack on sight, and thus killing hostile faction system ships would not be murder. Call it a rebel alliance bonus to prevent large player factions from easily destroying the home systems of other player factions.
Any commander who has committed murder in a control or home system whilst pledged to another minor faction will be forever considered hostile (different to wanted, not bounty dependent) and can be targeted at will by a pledgee. The only way to remove this tag is to become Allied or complete missions to atone.
In other words, by pledging to a minor faction, you de facto become a cop for that faction. No fines for SC interdiction of potential perps to cargo scan them ( no npc smugglers in game at present to the best of my knowledge, but there should be, and a defence against UA bombing). Bounties accrued would only benefit the pledged faction. Trading, mining, salvage, fuel rat could accrue similar privileges ( for instance the ability to unload large ships at outposts, as the minor faction would shuttle the cargo).
Hence a new career path for the carebears and a new challenge for the pirates / smugglers / normal people. [alien]
Clearly any abuse of the privileges would have to result in especially harsh sanctions. A splitter nerf. Or rogue cop bounty...
Could also link it passively into powerplay. For those of us who think that PP was designed by an illiterate, blind, deaf farm hand, whilst clearly drunk and on a bad day. Not entirely sure how ( merely govt type is favourable to the PP abominat.. erm.. power) though might make the galaxy a bit more interesting if there were regions of well patrolled and maintained areas in between all the chaos.
Also community goals and the like. Wherever the deliver x tonnes of triple ply bogroll fedex ends up, people could pledge to the controlling faction, and then have cop like powers along the route... Sounds dull as dishwater to me but people do it apparently...
