I saw this happen once as well! I was mega confused. Particularly when other coppers got involved, because they kept picking on one ship instead of both. I head-canon assumed that the ship was overrun by terrorists or something. :D

Wow! Saw exact same thing today in RES. 2 security condas trading canon fire, scanned both, neither had any bounty. Bizarre!

Saw two police Eagles happily shooting each other without much of an effect. Though they are just training. :D
Then two police Anacondas decided to gang up on a poor police Viper. Didn't end well for that one.

None of them were wanted and they all belonged to the same faction.

I absolutely hate how they act like Viper pilots and joust. They really should be acting like proper freighter-ships (Anaconda is technically a freighter) and broadside with turrets, with the occasional use of the Class 4, after boosting away.

Basically, Broadsiding with a tiny bit of jousting.

Not only police. I had pirate wings fighting each other in a HiRES yesterday. Maybe the NPCs get trigger-happy when they ram each other?
