police really need to calm down

Ive been playing for about 2 weeks. i started out doing the boring hauls to get money for a better ship so i could get what i wanted from the game, epic dogfighting.
Since I started my BH career I have lost 6 expensive ships, 1 to a cmdr and 5 to the stupid police!
I am getting real tired of police/security getting in my line of fire its almost like they want to get shot at!
Its inevitable that a stray shot will hit a random ship at some point but does that really count as a act of aggression?
I think that getting a bounty and becoming wanted for a single multicannon round hitting the clown who flew in front of me is way over the top!

Fines should be issued first and second but three seperate attacks within a certain time limit, or a couple of seconds of continuous attack earns you a bounty.
In otherwords acts of aggression count as agression, random occurances dont!
I mean who out there is clean and purposefully picking fights with police?

I know you can go to an anarchy system where there is no security but I was trying to gain reputation for cleaning up a alliance system.
I would also note I have turned off report crimes to lessen thier involvement.

Ps. this recent death thanks to trigger happy police has pushed the tide of my BH carreer into the red, ive lost more than ive earned. (Not even counting lost bounty vouchers/reputation or the ship I lost to a cmdr)
Great balance?!?! Nope. Guess I wait for star citizen because in its current state ED is more annoying than it is fun for dogfighting.

I've had my own fair share of incidents with police, but I have never been close to loosing a ship to this. As soon I become wanted I boost out of range then frame shift to the nearest platform to pay off the small fine, reload, then head back. As soon as I become wanted, I just say a rude word and then run away.

I also find that my frequency of these incidents has dropped off a lot, you get used to checking for in bound police and clean/unscanned ships.

With regard to rep from bounties, using a KWS, it appears not matter not where you killed the bad guy. Getting a bounty from a clean person in an anarchy system is just as valid as hitting the guy flagged as wanted in a policed system.

Hunting in an anarchy gives you 3 time the number of valid targets. Than hunting people in other systems flagged as wanted.

Not all anarchy systems are independent, I know of one federation system that is anarchy.. So you see Wanted on ships even though the place is anarchy. I would imagine there are alliance and empire places like this too.

Hunting with an interdictor usually give you uncluttered space to kill the wanted person - no police to get in the way.

I had some trouble with the police at first as well. If you keep at it you will start to get a knack for avoiding them.

I often wonder if people who have trouble shooting the police have frame rate issues in the game. It would be hard to avoid hitting them if your frame rate was dropping when combat involves more then a few ships.

The first few were due to turret weapons and the fact you cant stop them firing even if you change fire group.
After those I switched loadout to gimbal and fixed which helped. It doesnt help when they decide to do a strafe of my ship right in front of me.
I think all the times I lost my ship it was at a nav beacon and I was taking down a large ship for a large bounty. By the time the said target is nearing death my ship is fairly beat up too so it doesnt take long when they turn on me with 3 police & the bounty all pummelling me.
I do indeed initiate a jump as soon as they target me but jumping from a nav takes time and when your ship is half dead and surrounded there isnt always enough of it. There has been plenty of other police incidents where i did get away to go and pay the measly few hundred bounty that that they deem worth tring to kill me over.
I stand by my op it would provide a better experience if they didnt go postal over a single stray shot trying to claim the bounty that wouldnt even pay for the ammo they use to kill me.
I wouldnt even mind if the fines were a few times more than the current bounty cost. Id happily pay off a 1000cr fine for scratching the paint of the bacon bus, provided they didnt try to kill me for it

Also, if i complete a kws scan and the ship has a bounty why does its clean status not change to reflect the fact its actually wanted in another system. I am getting really irate with seeing a ship has a bounty but I get a bounty if I attack it.
The 1.4 changelog said this was fixed, at least thats what it appeared to say under the highly confusing garble.
I get the distinct feeling that this game should not have been fully released yet.
Its got more bugs than than an entomologist
