Powerplay Political Aassasins need some work

I have a few issues with the Political Assassins, AKA the various PP goons.

1. Why are these skilled Assassins worth LESS than the price of a mini-gun bullet? I can't began to count the number of times I've defended myself from an Assassin, sometimes in a high-quality ship as a Python, Courier, Vulture ETC... and they only give 200 CR, even after a Warrant Scan. This is ridiculous, even if they somehow managed to do their job without breaking local laws, my Faction as well as the other faction would surely have a much higher bounty for hurting the enemy in such a way. Rewards for Political Assassins should always be equal to or greater than those of comparable pirates and mercenaries, it's only fair since they're going to be attacking members constantly.

2. Why do rival Assassins show up in bulk at HQ's? I hate that, I once went to Nanomam, and had to deal with several different Imperial and Kumo assassins... why? With this being an HQ, the security should be way too tight. It particularly annoyed me when this point happened to coincide with point 1...

3. Assassin's in RES's... I don't remember if they were there before and I just didn't notice, but with the AI going nuts in Engineers, can we please keep Political Assassins out of RES's? I just had to abort a peacekeeping session in a regular RES because a bunch of Courier-equipped assassin's just popped out of nowhere and shot me up bad before I could escape. Pirates and mercenaries are bad enough. I should add I don't even go to High or Hazardous RES's, this has been happening in regular ones or less.
 
I've just shot you a rep as I'm in total agreement with those three points plus many other tweaks I feel are needed to powerplay that you haven't mentioned.
