The Best Bounty system was when someone was killed and a Bounty was offered, the Pirate's Sector was announced to everyone. Made it loads of fun chasing after them.

As pointed out by some fellow commanders, we already have mechanisms that imply the possibility of system-wide FTL communications:

1. The Kill Warrant Scanner as described in the flavour text of the module.
2. When "Report Crimes against me" is active on your ship, any crime against you is instantly noticed by ALL law enforcing agencies... and not only system-wide!

So I really don't see the argument of "hard science fiction". The FTL comm dam has already been thoroughly broken, so why keep on riding a dead horse?

A point I can understand up to a certain degree is the complaint of our fellow pirates (ARRRR). I wouldn't want my presence to be publicly announced the second I pull my first (first of many, ARRR nr. 2) trader out of supercruise, either. However, if that is your main concern... I see an opportunity for a nice little device that could be implemented in a future patch, namely a comm jammer of sorts... which would not only prevent your victim from screaming "pirate, pirate, save my poor little greeeedy trader soul", but would also prevent the transmission of your crimes (IF you manage to keep your "client's" comms jammed). Everybody wins, right?

I'd restrict it to less than "system wide" (some systems are HUGE)... without gear, restrict it to "instance only" (or "station wide", that'd span all instances of one station) - and with gear (= you have to use a slot for it in your ship) you can expand it to cover larger area (GalNet is as-far-as-we-know the ruling party in FTL transmissions that aren't a blip and a bloop, you get the gist?).
 
Why would game designers gimp their game due to "lore"? Makes no sense. System wide chat is needed. I'd even go further and say a dedicated chat server with the ability to create and subscribe to channels would be best, but I'm not greedy.
 
System wide is jumping too short. Galaxy wide channels or at least faction wide channels. If you are a tiny tad outside of the populated centers you don't really see people in the same systems you fly in for days or weeks. Need more range.

I think communication should be earned. It prevents...well spammers and all sorts of stupid. When you get to a certain rank of Fed, you get a fed channel and likewise with the other factions.

Leaving out the pirates am I? Anybody with a bounty over X credits should get their own channel.

I thought about this too, and realized that lets say you set a 4-500 ls chat bubble. One thats going to require processes to check bubbles for everybody everywhere unless you set it at the exact range contact/view range is at now in which case you could just overlap them. But more importantly this is a quality of life problem. You realize you have to travel 300,000 ls to a port....somebody else is also travelign that distance. Together you can talk and about it and make the journey not so bad. If a bubble is placed, it would likely not allow that to happen. Realism doesn't trump fun and I think allowing it to has devolved this game into the storm that has been happening.
