I had to resort to destroying T6, T7 and T9s at a Nav beacon in an Anarchy system.

They are definitely in CZ's....that's where I got all mine. You have to be the one to kill the ships, though. They aren't just floating around.
In high CZ's, found all mine from Vulture's, got 18 in around an hour...
Re-Read you're post, i was talking about Polymer Caps there.... i deffo got some conductive polymers as well (i'm farming for the overcharged pulse lvl 4 & 5). didn't notice which ship dropped them most often
