Populated anarchy systems

Are there any systems that are controlled by pirate factions? And would such a system be of benefit, getting materials from NPCs without increasing notoriety for instance.

But as stated be carefull as wars and elections mean not all the assets are run by the controlling power as EDO changes assets based on the local fights NOT the over all war / election winner..
 
There used to be a lot more Anarchy systems around. The new gameplay added with Odyssey has destroyed many of them, as pirate-owned factions tend to be the target/victim of most ground-based missions from the entire surrounding sphere of space around the Anarchy system, and each one of those missions reduced the faction's influence when completed. Most of the surviving Anarchies are run by large player groups, who are fighting a losing battle to retain their systems in the face of the constant influence drain.

The fact that the OP even needs to ask this question, is indicative of how rare Anarchy-owned systems have become. You used to run into them all the time, just flying about at random. Now, you have to actively seek them out.

But to answer the OP's quesiton: yes, Anarchies are favourite haunts for players who would like to partake in wanton death and destruction without legal consequences. Like farming civilian merchant ships for materials. Just beware, if playing in Open, that players can kill you in an anarchy without legal consequence too. Certain Anarchies are notorious for PvP and ganking.
 
Arai's Mine in Iah Bulu is a very popular place to farm on-foot materials.
The settlement is an Anarchy, with an optimal layout to grind rare assets (not all types, but many).
Also it attracts all sort of Cmdrs and PvP.
