I was wondering about this a while back while exporing. It seems to me that with all the events going on in the game many ELWs outside the bubble would have some sort of population even if small. Reasons for this could include refuges fleeing war torn systems, corporations and empires collonizing new worlds, or even groups of people attempting to create a closed off society like in the movie, The Village. I'm not a super experienced explorer so maybe I've missed these if they do exist but the thought occurs to me every time I stumble across an ELW.

Would be kind of funny to see city lights far from the bubble in a elw and wonder if it is human.
