I've been wanted for accidentally clipping a cop in bounty hunting dozens of times and never got shot at by a station. They tried to kill me anywhere else though.
You can also shoot another commander within the free fire zone if they are wanted. Although you may pick up a small fine yourself - for firing in the zone - you can still kill them and claim their bounty.
