Ok, so this has happened to me every time my ship has more than 0 tons of cargo (Viper).
I go to the galaxy map to plot a route, however (image below) - it doesn't let me plot a jump which SHOULD be in my FSD range, even WITH the extra ton (2 tons in the example below) AND yes, I did select FASTEST ROUTES (more images + workaround below...):

You can see that the actual distance between NGALIBA (where my ship is at) to PANOI (my desired destination) is only 12.97 LY, and according to the galaxy map, my ship can jump 13.06 LY with the current cargo and fuel weight.

So, what I did to manually fix this - is scroll the "cargo mass" slide at the bottom left from 2.0 down to 0.0. This generated a direct ("blue") line between NGALIBA and PANOI. See Image-2 below:

This allows me to select the "PLOT TRACK" button and jump straight to PANOI (see image-3 below):
