Possible FIX for PvP related Griefing?

With all this talk about pvp attacks on innocent players, it got me thinking about a real simple solution to limit the casualties of unwanted pvp attacks without dividing the player base into separate pve/pvp instances. Why can't Frontier add levels of security to each system? I think something like this already exists but I'm not sure how deep it is, so correct me if I'm wrong.

Here's my example: If a Trader is traveling threw a high security system, then interdicted by another player and pulled out, have security/police npcs spawn in the instance 10-25 seconds in with some hefty reinforcements to blow the lawbreaker out of the sky. Now, for an anarchy system, it would be very risky to fly there because there would be no police reinforcements to aid you.

Add some varying levels of security, and adjust the spawn time accordingly and you should have a fair dynamic. Security should be swarming spawn systems too. I donno how much of this might be in the game in some way, I've only had the one experience of being hunted by another cmdr only for security to show up 2 mins after being ripped out of supercruise.

Anyway I'm off to bed, hopefully this is worthy of a discussion. If anybody has better ideas please share!
