Possible lead on causes of stutter!

I worked as a programmer for 25 years or so, mainly MS Systems with a little bit of assembler and Cobol. I remember a conversation with a graphic systems programmer from some years ago. His observations went something like this................ until graphics engines recognise the framerate (fps) capabilities of whichever card is installed in a machine AND deliver their data in a harmonic (he explained he thought it should be a simple multiplier or at least .5 of a divisor) of the framerate being pushed OUT by the card, then stuttering would be prevalent. Must say that general theory at the time was that this guy was a genius, total sod and completely inept, but a very smart fellah! Maybe he had a point that the DEVs didn't consider?
