Newcomer / Intro power conflict zone

07 . I have been dropping into power conflict zones where my power is in conflict with another power. Ive been to 10 of them now and there are no contacts at all.
Am i missing something. Nav panel show about 20 different zones and everone of them is empty when i drop in.
