Power Contact (sorry, mate - can't use 'em) Escape Pod Bug?

I've just returned to a bit Power Play, so maybe I've forgotten something, but after having collected 10 Escape Pods from a Reinforcing system, I've taken it to the local Power Contact and there is no facility for me to submit them with.

I've now noticed that the Non-Power Escape Pod guy at the station is currently suspended, so would that be the reason the Power Contact doesn't work?

That's at least what I assumed when it happened to me last weekend. System state was something unfavourable (can't remember which one), so I jumped over to the next system over where the services were still operational and collected a few more. When turning them in, it seemed to me that all pods counted, including the ones I collected in the locked system.
