Power distributer graphical glitch. Bug or 'feature'?

Noticed this when I dipped into beta a few days ago. I just assumed it was either a bug or some beta exclusive 'special effect'.

But it's just annoying, does not help when trying to read it and still seems to be there after 2.2 launch.

Also there are a few other HUD glitches that are a little less annoying.

So is this a bug or supposed to be a feature or what?

If you'd describe how this glitch looks like, others could check if they have the same issue. I played for about an hour yesterday and didn't notice anything unusual with the power distributor.
