I think this might be because thrusters have a minimum/optimum/maximum ship mass.
Have a look on Coriolis.
(I'm no expert).
If your total mass is lower than the thruster minimum mass, lowering it will not do anything.
For some ships, like the sidewinder, this actually means you can equip quite a lot of things and still get out maximal thruster performance.

I am trying to make my ship faster and i notice that if i install 'Stripped Down' experimental effect on PD (-2T) it won't affect the speed at all... which is very weird, because if i remove (e.g.) 2T fuel tank i get noticeably more speed

I tried messing around with a Vulture in Coriolis to see if I could duplicate this and after setting it up as close as possible to the one shown in your picture the biggest speed change I can get by removing 2 tonnes is about 1m/s.Hello,

I don't think it's a thruster OM issue.
OP - if you can, try taking the ship for a spin with both PDs and measure the REAL speed. Maybe it's just a bug in outfitting UI. It's not always reliable when comes to these numbers.

Now the only way to drop 2 tonnes with the fuel tank is to start with a size 2 tank and swap it for a size 1 which will possibly not let you jump anywhere due to lack of fuel which is a high risk strategy for a combat ship as it can cause major issues if things go wrong especially if you shoot the wrong ship.

I have standard 8T fuel tank, just added more fuel tanks so i can jump around and engineer the ship

That is the exact build that i have, hope i linked it ok. corolis.io does show 1m/s increase in speed with the experimental effect, but i see no change in game
