I agree with OP the extra click is very annoying and serves no real purpose

I've yet to understand why 1.5 added redundant clicks to the menu box...

Me neither. I assume that it is a placeholder and that at some point down the line there will be more options to choose from than simply 'Activate/Deactivate' (or whatever) we get currently. With that alone it does indeed seem like a pointless extra click.

It's having a confirmation click or "OMFG FRONTIER! I died because I accidentally clicked the SCB and it didn't turn on for another 20 seconds! I WANT TEH MONEYZ BACK!"

I imagine the reason is due to them adding the delay to switching them back on. Are you sure you want to turn this off, given that delay?

It wasn't needed before because the whole thing was instant.

It's not such a big deal. Double tap takes a nanosecond more.
