Seeing this, I'm wondering how much of PowerPlay requires illegal gameplay. I haven't tried it yet, but my CMDR RPs as a lawful person, very reluctant to commit crimes. Will I be able to do PP like that?

Broadly speaking:
- reinforcing your own systems is generally entirely or almost entirely legal acts. Absolutely fine.
- undermining other power's systems is a mix of legal and illegal acts (the main thing to note is that some of the legal acts may nevertheless get you attacked by Power-aligned enemies: they can legally shoot you, you can't legally return fire; Powerplay 2 definitely distinguishes between "legal" and "popular with the local mob"). Sticking to purely legal acts is less efficient, at least.
- acquiring new systems is somewhat in-between but mostly legal.

It varies by Power - the different Powers have varying ethical codes.
Note here that all Powers can use all action types - doing an action in line with your Power's style gives you a 50% bonus, which is nice but not crucial. Still, someone looking for mainly legal actions to get that bonus would probably want to look for factions which have predominantly Social or Finance ethos (less important what it is for reinforcement).

Since you got some progress, maybe its valid only for specific targets that counts towards this assigment? Did you try killing anything thats fly spaceship? All types of npcs, and cmdrs as well?

I suspect that only targets that counts towards it, are probly an power npcs (or cmdrs) that is currently in parthini. Who's power owns system right now?

Most of undermining activties that can be done in enemy powers systems is illegal (it puts bounty on cmdrs but no notoriety, far as I am aware - and bounties are not high), but not all of them. But as lawful, you can do legal things for your power and still contribute a lot.

It shouldn't matter. This is considered an undermining activity for Jerome Archer. Parthini is owned by Felicia Winters and minor faction Congressus Tenebris. I killed several clean NPCs and Sys Authority.
