Power Play 2.0 - Salary question

You get two types of payouts.
1) Each week you get a payout according to your relative position in the power. They don't start getting comparable to the old Rank 5 salary until top 10%, but top 25% is similar to the older lower ranks. (If you do get into the actual top 10 the payout is quite substantial - including a billion-credit bonus for the top commander)
2) Most but not all of the rank increases (every 8000 merits after the first few) give you a "care package" which contains credits and materials. I assume these get better the higher your rank is but I've not got as far as the first one yet.

Once per rank-up, though most rank ups will give one.
(And once you get past rank 100, they stop being "mini", whatever difference that makes)
And i finished two cycles with some merrits..i got a message twice for payout. I got the mini package, but i did not get the credits.
The mini care packages give 5 of each material (5x5 ship materials, 5x5 Odyssey materials). The 100+ packages give 10 of each.
