Missions in PP are a bit more self directed...here are some videos to help you along

But basically, you need to pay attention to how each power does their thing. Start out by heading to HQ or a control system. When you pull up the power menu from the Contacts you will get more context on what you need to do, whether it be deliver pamphlets, obtain weapons, or shoot down some enemies.
