During 2.2 I was having huge problems with Power Play NPCs; the sheer overwhelming quantities and annoyance for non-powerplay commander.
I rasied the following ticket because of it. Torval's-Shield-NPCS-lost-puppies
I just wanted to write back to and say that in 2.3 I think the balance is about right now.
They're around but not in my face every minute of the game play.
