All Power Play actions should be done in open, because it's an adversarial team game. You have the options to "block" a player, should you consider, he has harassed you for no particular reason. This means you will never get into the same instance with him, if I understand this right. Playing Power Play in Private Groups or Solo is a Power Play tactic/strategy and should be countered with another strategy, currently unavailable.
