General Power Play Over Haul Idea

Good day Commanders,
I am not going to get into the Open/Solo controversy but I have an idea on how to make Power Play more dynamic since it was brought up that there was going to be an overhaul.

The basics of the idea is that commanders continue to deliver cargo to a system to protect it and attack a system to hurt it but with a difference.
You take away CC points and the distance from the home system penalty.
In turn you make deliveries to any system from the home system to reinforce your dominance there. There is no limit to how much you can deliver. The more you deliver the stronger your hold on the system. The stronger your hold on the system the stronger your hold on nearby systems.
The points would carry over with each cycle but a percentage would be spent as an upkeep to fortify the system and all affected systems.

The next part would be attacking systems with points, this can be done in two ways:
1) Kill enemy super powers ships within the system and turn it in to the home system.
2) Deliver cargo to the enemy systems, deteriorating their hold on that system and nearby system.

This system of control would even allow super powers to make the long journey out to colonial and attempt to control it.
The other benefit of this system is that you would not directly be able to hurt a super power you are affiliated with because you can't "5C"

On a second note, small factions/systems would be able to control which power was governing their system and it might get more people involved because they would want a specific super power bonus to govern their system.

The downside to this is I worry about people burning out in super power plus faction warfare, and I am not sure of the best solution for such a thing.

To what they (FDEV) have shown, the promised overhaul is going to change substantially the current game mechanics (and much part of the new system is yet to be disclosed).

Hauling forts + killing ships we have both these in PP 1.0 (except that the hauling offensive part is done with preparations).

IMHO is not only a matter of "dynamic" (= break the current stalemate) but also more variety is what powerplayers would like to have... because the bulk of it is basically a broader BGS (given we have many factions and many systems to manage instead of one PMF across a bunch of systems).
